this was the greatest thing since sliced bread back in the 70's. then, as i was told by a rep, the patent got embroiled in court and off the market it went. probably public domain now. the pivot cylinder goes on the bumper to hold cap in place. one tab is a finger hold and the other rests on the top of the bumper. just rotate and remove hose.
