I am not impressed with how the vent and cover were installed and sealed. I suppose if I get ambitious, I could clean up the old sealant and do it better.

Somebody used to much sealant on the install and that is what stuck on the edges. I carefully work the cover off when I cover the camper it in the fall, and while I am inspecting the whole roof and then clean and apply a little bit of dicor where needed. Someday when this becomes to much of a chore I will probably do the whole roof with eternabond, but now for awhile.

Here is a video that gives you an idea of how smaller vent covers, including the MaxxAir II, affect air flow on a Fantastic Fan. The MaxxAir II is demonstrated at 1:12 in the video.

Camco's website for the MaxxAir II says, "Can be safely installed over high powered RV ventilator fans; however our Fan/Mate® is specifically designed for this application allowing higher air flow from your existing ventilator fan." So, yes it can be used over higher powered fans like the Fantastic Fan but it's not the best option.
