Cleaning Caulk

I just received my Sabre TT back from the factory after they rebuilt the right side exterior wall panel due to delimitation problems. The new side looks OK, but the person who did the caulking left several caulking smudges and smears on the new siding which grossly detract from the overall appearance. I am seeking suggestions as to the best way to clean the messy, dried caulk without damaging or removing the finish from the new siding. BTW, it is beyond understanding as to why and how this repair passed final inspection before it was returned to me.

Clean lightly with a soft rag dampened with turpentine or mineral spirits. It's fresh so it won't take much.
