roof vent replacement

I am in the process of replacing one of my roof vents. it was leaking. found a crack in the plastic frame.. I replaced with a new one. Now that I went to screw down the vent it wont get tight. the screws seem like they wont grab.. only thing there is the the 1/4 plywood and the styrofoam insulation for roof.. any suggestions on how to get this tight?
or should i tighten down best i can and put lots of caulk to seal it up good?
I have a 2007 forest river surveyour 291?

try a bigger screw ? not longer but bigger in diameter .

thanks guys. i finished the repair and got its first water test and no leaks> that is great and was easier than i expected. thanks for the help.
