Rubber Under Floor

Hey all! We have just aquired a 2005 Surveyor SV210T second hand. When we were hooking it up to bring it home, I noticed there was a rubber “sheet” or so it seams that was hanging down at the rear ended of the unit on the underside. It seems like a barrier that helps To keep the water off the floor from the outside. It’s hanging down at the rear. Not falling off, but definitely sagging. My question is, is this normal to be hanging down, or should it be sealed and fastened up to the floor? I was thinking I would just run a stop across the piece and fasten it up, but then I got to thinking that it might be down as a way to “air out” or allow it to breathe to avoid mold/mildew. Can someone chime in? Thanks in advance!

Are you sure it's rubber and not plastic?
