Sealing the edges of a TPO Roof

I am sealing all seams on the trailer today. Using Silicone on all the side work. Last week replace pipe vents etc and used the Dicor worked great.

But now on the very edge of the TPO roof that laps 1/2 inch over the edge I am finding old caulk that appears to be hardened white silicone but not sure.

Is it ok to use Silicone around top edge of the trailer?

Is that a seam in the gutter right there? I would just use Dicor myself. or put some estrabond tape on the edge dropping it in to the gutter and pushing to down with a pencil. ( think I spelled the tape wrong but you know what I mean)
