Trailer wheel skirt issues

I pull a Lacrosse 328RES. I'm in the process of replacing the driver side wheel skirt for the second time in a year. To the best of my knowledge I did nothing to cause this one to break. Cracks just started appearing around the screws. It is now duct taped on as I am leary about mounting the new one. There are already two sets of holes from mounting the two previous skirts. So I have some questions: do these wheel skirts have a high failure rate? Is there any problem with using machine screws with nuts and lock washers instead of the self tapping screws? Is there some recommended caulking to fill the extra holes?
