water damage or just poor quality?

I have a 2018 KZ 331TH13. I noticed the wallpaper in the closet next to the bed (outside wall) is peeling. The way it's bubbling looks like water damage but there's no evidence of water on the paneling. Also, touching the back of the paper and the bare wall it feels like there was never any adhesive there.

Has anyone seen this? Any advice on repair?

That appears to be an adhesive failure, not water damage.
