Yeah that's putty tape.
If the putty is still soft, and the fixtures are still secure, you can proflex around the fixtures just as you did on the windows. Since the unit is only 2 years old, I highly doubt the putty is drying out to the point that it needs replaced.
Protip: After applying proflex, put a couple of drops of dawn dish soap on your finger before smoothing the proflex over. The excess will ball up and not stick to your fingers.
