Slide Topper Lock Mechanism

I just installed a Dometic Slide topper but the final piece is to install the Lock Mechanism. I have several questions(probably stupid questions):
1. What is this used for and how does it work?
2. I have attached the instructions for the next series of questions:
a. I am assuming this step is done with the room in?
b. Figures 15, 16 & 17 shows the Bumper installed at the 12:00 (90 degrees) position and then rotate by hand the tube to insure that the bumper hits the spacer correctly?
c. So the correct position when the room is in the bumper will always be in the up(12:00 position)?
What would cause the tube or bumper to move inwards to the wall?

Any help with the feable minded would greatly be appreciated.

Yes the install is correct (slide in) straight up or slightly toward 1 o'clock. It is to stop any unrolling that might occur due to wind and so forth while travelling. I personally have never had an unrolling issue with any topper and haven't heard of any.
