2104 CC 34 RLSA-Confused on water heater by-pass

I have gone through two winterizations but today when I went to de-winterize I became confused on the water heater by-pass. The diagram posted shows the WH by-pass valve in the horizontal position to by-pass but mine seems to prevent the water heater from filling the WH in the vertical position, not the horizontal position. I had to turn it horizontal to fill the water heater. All the other valves shown in the diagram seem to be correct. Am I missing something? This is my fourth RV and for some reason I get confused on this one. Sorry my CC is a 2014 not 2104, couldn't edit that.

When the t-handles are perpendicular with the pipe it's in, the valve is closed/off. When the t-handles are parallel with the pipe it's in, the valve is open/on.

For usage, you want the cold water inlet valve open (parallel with pipe), the hot water outlet valve open (parallel with pipe), and the bypass valve closed (perpendicular with pipe).

For bypassing the heater in the winter, you close both the inlet and outlet valves...but open the bypass valve (which let's anti-freeze bypass the hot water heater)

The picture you have above has every valve in the closed/off position, which is what is probably causing the confusion. I think it is just to show you the valves, not their correct position for summer/winter.

You need to open the hot and cold valves, but leave the bypass valve closed. Like the top picture here:

Wmtire explained it better than the picture from your trailer. I find that diagram confusing also.
