I agree with Sheldon211,,,,WD40 also gums up after a while. I foung out years ago that it's nails in the coffin if you squirt it into a keylock mechanism. Silicon or waterproof grease is good.

Mine was stuck in the open position. Cable was the problem. The cable was a stranded wire which had swollen on the upper end so that it would not recede into the cable housing thus valve would not close. Replaced the cable works again.

It is still hard to open and close all of mine are. we I had the valve removed it was smooth and easy to operate when installed hard.
I replaced the stranded wire cable with a solid cable.
