Its two sets of windings on the same transformer core, connected in series they can raise or lower voltage from input to output. Its a simple xfer that uses a complex or simple regulator to adjust the output voltage, usually raise it. If this is the case available current is decreased.
I've noted in NEC (national electric code) rules they are not approved for fixed RV applications due to higher than desired cause of fires. It works by inducing emf across a core of wire of many turns. The ratio of turns in to out will increase or decrease voltage out.

How low before it boost the volts is it worth the money

Its nearly instant in voltage correction, but again the price is it takes current to do it. If you are already at say 28 amps draw in your 30 amp system and this kicks in it might take it above 30 amps and open your breaker. Most folks here say if V goes low, change pedestals or campgrounds. Not worth the chance of damage. This is ok if you load is load, and voltage is marginally low. Herk uses one and swears by it. He frequents CG with chronic voltage problems. They are expensive and weighty, taking out cargo weight. Surge/low voltage trip is probably better.
