You might want to go here to gain more specific knowledge of the level-up system: Level Up - Hydraulic Leveling - Leveling & Stabilization - Customer Support

I think you will be able to discover why the system cannot do what you think it is doing with all other things being equal.
The other things are leg mounts, frame and the ground.

The system has a safety logic type circuit built into the controller to keep folks from bending the frame.

Also noted from your pic is that the blocks you used under the Jack pads do not appear to be equal. I would estimate that your parking pad is not level either.

Have you posted in your brand specific section to see if others experience this issue?
