I do not have a Cedar Creek..... however, I may be of some help.
The "rods' you speak of are probably landing gear jack "stabilizers".
..and possibly may be on the rear scissor jacks as well
They lock via a lock: -bolt, -knob, -handle... or some form of locking the extension tube .
The "lock " must be loose PRIOR raising or lowering the landing gear, or you may do damage.
If you must rebalance -or- readjust the leveling you will have to support the trailer by the king pin supported via a truck.
If the trailer is out of level side-to-side you will have to add or remove some spacers under the tires to equal the amount to make it level.
If it is only front-to-back... just raising or lowering the front jacks with the appropriate blocking to achieve the level point you want ...but not over extending the jack legs. .
Caution: Be Sure The "Rods" (landing gear stabilizers) are free to slide prior to the front landing jacks moving & the rear scissor jacks are raised prior to raising the front end of the 5th wheel....or you may damage the frame or the scissor jacks.
ALSO: be careful not to twist the frame ... you must support via the pinbox / truck
Then place the supporting blocks under the legs making sure the landing pads hit the blocks at the same time to prevent uneven stress on the front frame.
You say they are 'power'... probably via a electric motor, operated by a rocker switch, marked Ext (extend) RET (retract) , if not mounted on the outside near the front locker then perhaps inside a near, to the front, door, and maybe a door of it's own.
