also the water temp at the pop off valve was hot.

I would guess with almost certainty then your center bypass valve is in the incorrect position.

Calling cw see if they changed bypass valve, mine does not look like diagram.

Does it look like the one below? (a photo of yours would really help)
If so, the valve is in the correct position in the photo for normal operation but this particular style WH also has a built in check valve at the hot outlet. (built in-you can't see it) It is possible it is stuck or defective in some way.

FYI... the handle of the valve would turn a quarter turn and be parallel with the vertical pipe when in bypass.

Providing you are on a desktop/laptop computer...

Click "Go Advanced"
Scroll down to Additional Options, then to the "Manage Attachments" button and click it.
A new pop-up window will appear.
In the pop-up window click on "Choose File" button.
Another pop-up box will appear and you can navigate to your pic file location on your computer and select it.
Click on the "Upload" button.
After upload is complete, click "close this window"
You should be returned to your reply box.
You'll be able to see in the Additional Options/Attach Files sub-box a file name of the pic file you uploaded.

(sometimes clicking the "preview post" button will not display the photo but it has always displayed correctly for me once you submit the post.)

Glad you got it figured out, and even more glad that you came back and let us know that you got it fixed and what you did to fix it. There are lots of times that we rack our brains to help someone and they never come back and even let us know that they got it fixed.
