Stuck black water valve

The rear black water drain valve is stuck in the closed position . This is a 2 week old camper . I went to drain the gray water and black water rear tanks today . Gray water was stiff but it was able to drain. Black valve handle will not budge . It is raining pretty steady do I didn't want to get under the trailer . But if any body has suggestions they would be welcome

sprayed mine with solvent, then took some pliers and turn it somewhat, loosened up.

Stuck valve

Found problem, handle wasn't screwed tight on cable shaft. Tightened it turned handle couple of turns clockwise, was able to pull handle to open drain. Go figure a loose screw . This was the only thing I didn't check on PDI. So far this was the only problem found .
