If the tank heater is on, the water in the tank works as a conductant to keep the water in the tank above freezing. Wouldn't this conductive action also extend to the water that is in the drain line between the tank and valve? The only freezing problem should be if there is water in the drain line past the shut off valve.

I guess it all depends on how cold it is.

I just got back from Lowes with a roll of R-19 unfaced insulation. I have to replace the stuff that got wet and I'm going to add more. Especially, around the drain pipes.

My grey water valve was below the tank with about a four foot piece of schedule 40, had the drain line been schedule 80 the line may not have busted, the valve has thicker walls and it didn’t burst only the drain line. The drain line was touching the frame so that may have caused the drain line to burst. On the new Cedar Creek this May have been changed. My Creek was built in 2014

Schedule 80 would have split just as easily as the schedule 40 if it had frozen solid.

Thank you for the clarification — i need to brush up on my reading comprehension skills. It would be ideal to have the valves for the low point drains like you do. It should be pretty easy to do this with a fifth wheel, with all of the water lines above the basement, but I think it would be difficult to do with most travel trailers since there is not much room to play with between the inside heated area and the underside.
