Water seeping

Driver side basement door collects water on top and bottom edge so when you open the door you get a small wet splash into the basement compartment.

Suspect bottom on hing side is gathering enough water to go over the top of the rubber seal.

All thoughts on this subject appreciated.

I don't have the answer, but my basement doors pretty much do the same thing. They don't leak, but do collect water in the areas you mentioned and when opening a little will get inside. I've wicked the water off the top of the door before opening, and all was dry inside.
