What are these white packets I found?

I found small white paper packets in the cabinets of the used Freelander we bought, what are they?

Likely Silica Gel to absorb water/moisture.

I'm familiar with silica packets, these are not them, these appear to be empty - they might contain a few flakes of something... They are sealed so nothing has fallen out.

I found them in every cabinet.

I'm a bit uneasy with their existence, I thought if they were poison they would have been marked as such. But I did throw them out, I was also hesitant to open them for closer inspection.

I wanted to ask about these when I cleaned things, but I didn't. But tonight I found another one hiding in a cabinet.
