Hydraulic legs will no go down

Truck is running
Emergency brake is pushed on
LCI is on
Push Auto, hyd pump runs BUT no movement in legs
Check fluid level, about an inch from top
Try again, this time after running the pump for about 15 secs, it trips the fuse
Reset fuse

Retry in MAN, same thing, hyd pump run, but no leg movement

What is going on ????
