Are the by-pass valves closed on the back of the water heater ?? Would have been closed when the RV was winterized ?

This might sound a stupid question but do you have any water in the HW tank? Have you made sure the bypass isn't on, preventing water getting in to the HW tank? You can check to see if there is water in there by opening the pressure relief valve on the outside of the trailer.

Print this out and then stick it in some plastic and tape it using gorilla tape (it's the best) to the inside of the door of the water heater compartment eh. Good for reference. I don't know about the rest of ya but I'm getting older and all of my younger day parties are effecting more in my old days here. LoL, I remember asking my dad once about all the post it notes around his house.. I asked his one time if he was working on a wall papering project with all the post it's.. Oofda, I full understand now...😳
