The answer is dependent on your load and hitch. You unit comes with a Class III rated at 5000 lbs trailer with 500 lbs vertical tongue weight. You can upgrade to a Class IV for higher capacity but you still should not exceed the GCWR (23,000lbs) so if you want to tow the double decker with the boat over the car you will have to give up cargo load.
