Although I don't know if it's normal, but when I had my windshield replaced (under warranty), it was sealed with a rubber gasket all the way around, top, bottom and sides.

The windshield is still sealed on the bottom, just they usually don't have to run a sealant in between the bottom filling the gap, like they do on the top and sides. It will be sealed from the back side of the windshield.
