propane waterheater question

I have an all propane water heater. Stupid question how do you make sure there is water in the water heater before you light the pilot light? New to all this!

On my TT there is a pressure release valve near the top behind that outside access panel. It has a pull tab on the end that you pull out until water starts to flow.
