Does my water heater only draw out of the fresh water tank? I am new to this but when tank was empty and we were only hooked to garden hose we didnt have any hot water.
The water heater inlet is connected to the cold water line in the RV. If you are using the FW tank and water pump, that line is being fed by the water tank. If you are connected to city water the cold water line is being fed by city water. The city water connection and the fresh water tank fill are separate on most TT. Some larger units have one connection and an internal valve to decide where the water goes. Be sure to fill the WH before turning it on.

I must switch the valves depending on what I want to do/use.

Valves must be switched or the connection it's self in some cases.
WH pressure relief valve must be opened to vent all the air to avoid burning up the element.

When you dewinterized fif you turn the water heater bypass valves back? Not to contradict Ford, but the owners manual and when I troubleshot a leaking relief valve in my previous htt, said to not bleed the air out. There isn't any expansion tank, so the airgap in the top of the tank is used for expansion.
I have a 2015, there are two bypass valves you access under the queen bed (the handles are elongated and the water flows the length of the handle) there is also a switch on the water heater that you access from the outside access panel. If you are on shore power, it will run off electric automatically. If you still don't have hot water check the circuit breaker on the master panel or worst case scenario, the element is burned out and needs to be replaced.
