I'm guessing that your original quandry relates to the fact that the chrome mounting piece on the front bumper has a bolt pattern that is smaller than that of a standard license plate. I came to this bold realization after drilling out the mounting holes for the chrome piece for through-bolting, and then realizing that the plate would block the holes. I ended up with a contorted squeeze to get a pair of pliers on the nuts behind the bumper, using the bolt pattern of the plate to through-bolt. Oregon requires a front plate on vehicles, but will not use the lack of a front plate as an excuse to stop you. Just don't park in a city, as ticketing is then fair game.
