The rear stabilizers catch a lot of road dirt and need periodic lubrication. Crawl underneath with a can of WD40 or some other penetrating lube and juice any moving part you can get to. Since the roll pin on the shaft has been broken off, maybe you can grab the end of the shaft with locking pliers (vice grips) after you've given lubrication a chance to work. As others have suggested, maybe some taps with a hammer might help too.

My not-so-world-famous saying is, "If you can't fix it by spraying it with WD40 or by rebooting it, throw it away.

We had a bad switch on our rear stabilizer. It would work with MyRV Linc Pad.
