FEMA - Federal Emergency Management Agency, I believe. They used a ton of TTs during Hurricane Sandy here in Jersey in 012 for housing of people displaced during Hurricane. Don't know what the difference would be. I thought FEMA just bought regular off the lot units, but maybe not.
