Well...close!
You want to fill the tank about 1/3...then pour in around 3/4 cup of bleach...fill it up about another 1/3...pour in another 3/4 cup of bleach, then fill the tank with water until full.
This will mix the bleach in the water!
You may also want to drain your hot water heater and then fill that and open every faucet (one at a time until water flows out of both the hot and cold - and do hot separately from cold) until you can see the color of the water clears and you can smell the bleach.
Don't forget the inside and outside shower faucets and the toilet...
Leave it sit for at least 12-24 hours...then repeat...maybe using 1 cup of bleach the second time.
Then flush the fresh water tank at least twice, then you can use the city water connection to flush out ALL of the internal plumbing, but make sure you do run some non-bleached water through the water pump and hot water heater to make sure you've gotten all the bleach out.
I do this every spring when I get it out of winterization and every fall when I'm putting it away!
However, not that I live in about the hottest part of the US of A I'll probably be doing this more often.
