Drip rail liner?

Hi,

I have a 2012 Wildcat 313RE and a question about the rain gutters mounted along the sides at the roof line. This year, when washing the roof, I notices what appears to be a black plastic strip inside the channel of the aluminum channel that is coming loose. What is it for and is it necessary, it just seems like a place for dirt to collect under? I don't see any way to snap it back in and there is no sign of adhesive. I'm pretty sure that wind at highway speeds will finish the removal. Any tips will sure be appreciated.
