Not thru the water heater. I'd take it back and show them the defect.

Why not through the water heater? As long as you don't have the heater on before you flush the bleach out, it shouldn't hurt anything.

I take it that you have never had a private well.

My 02 has only one valve. This ain't rocket science. Turn the heater off and drain and flush the bleach out. Fill and bleed out the air move on.

I found the valves for our Wildcat by locating the WH On the outside first then landmarked the thing to the left and right of it. Left tank central, i.e., where the drain valves are. To the right, refer vents.

I went inside, found the refer, to it's right was steps. I looked very carefully, then with a small Phillips screwdriver, removed the four screws from an approx. 12" X 12" door behind which were the three valves just as pictured.
