water tank

My rig is permanently parked in a seasonal campground. They had 2 water issues in the park so I decided to fill the storage tank with fresh water for such outages. When the tank was full, water started coming out of what I assume to be an overfill hose. I shut the water off but it kept flowing out for about 5 min. Where did all that water come from?? It wasn't the drain. That was shut off.

The tank is made from plastic. It can bellow out when overfilled. It will push water out until it is no longer bellowed out.
