If you zoom in you can just see it is a 3 valve set-up.
The winterize-bypass position would be all 3 valve handles in a vertical position same
as the photo posted by Fonzie - see post 10 this thread....

Scorn- your valves are slightly different style but the same thing applies.
All 3 handles need to be up or down NOT crossways.
Depending on which way they were installed your handle might point up on one and
down on one but it doesn't matter. Just that they are NOT pointing left or right.

It's hard to tell exactly from your picture but I hope this labeling helps.

No.
The cold inlet and hot outlet need to be off.
The bypass has to be open.

Also, don't forget, once you bypass the water tank, you'll need to remove the drain plug or anode rod plug (from outside access door) and completely drain the tank of any water.

In the spring when you dewinterize, DO NOT open the valves until after you have completely flushed the antifreeze from the water system. You don't want antifreeze in the tank. It is REALLY hard to flush it out.

If the handle on the valve is parallel (in line) with the tubing, the valve is open.
If the handle is perpendicular (at a 90º angle) to the tubing, the valve is closed.

As was explained earlier, on quarter turn valves, in bypass, all the valve HANDLES will be running in the same direction. (even though one is off and the other two on)
And, they could be all vertical (or all horizontal) depending on your plumbing configuration.

I believe you took the photo from the top looking down so in your case, when in winter bypass, all HANDLES should be in the vertical position. In the spring when you dewinterize the handles will point as they are now, horizontally.

For anyone else reading this... some valves are NOT quarter turn and the handle position has no bearing on whether the valve is open or closed. You must fully rotate the handle several turns to open or close.

This pic finally helped me understand the bypass valves when I first learned about them.

The top valve looks like it's open, the bottom valve looks like it's close, can not say about by-pass.......when handle is in line with tubing it should be open and when handle is perpendicular to tubing it should be closed.....

That's a great photo/diagram Iwritecode. That should remove a lot of confusion for folks. Thanks for posting.

To all... just remember what's been said about NON quarter turn valves. The handle position DOES NOT reflect whether the valve is open or closed.

And take the filter out of the cannister. Especially if it is a carbon filter. It will take the pink out of the antifreeze and make you wonder what is going on.

Scorn, that's a good photo too of quarter turn valves.
As TURBS said... it's in the bypass/winterizing position.
Thanks for posting.
