Replacing Stabilizer Jacks

Two of the stabilizer jacks are bent beyond repair on a 2010 WPT30WR that I just picked up. I have the replacement jacks, but can't seem to get the mount bolts out to remove the old bent jacks. They don't appear to have nuts on the back side of the beams they are bolted to. How are these attached? Possibly stuck thru the hole and then tack welded? Should I keep soaking them with PB Blaster, or go ahead and get the grinder after them?

There more than likely self tapping bolts.
much faster at the factory to run those in unread of bolts and nuts and two wrenches.
Prolly just rusted in.
Break um off re drill and go

Got a better look at them, and I can now see the relief grooves - they are self tapping bolts. I think a grinder is about my only option, though. The heads are only 5/32" allen, and too flat to grab with pliers.
