Could the line be close to some other source of heat,for example furnace,stove,electrical panel,etc.

Ken-Judy, I dont know where you are posting from. If you are located in a colder part of the country and your water line is heat traced there is your answer. The heat trace comes on at low temperature and heats the water in the line.

I don't beleive they install that in Forest River trailers unless it is an option or in high end ones.

No Iggy but if your water hose is heat taped to prevent it from freezing which is done in colder areas subject to freezing.

Although the problem is not yet resolved, I now suspect the short flow of hot water coming from the cold faucet is being caused because the factory strapped the hot and cold water lines together along a 3 foot stretch. I suspect that heat from the hot water line is radiating into the cold water line where they are strapped together and touching each other. To test that theory, I will need to remove some cabinet parts to access, separate, and insulate that section of water lines. Thanks for all the suggestions from everyone.

Check both hot and cold----------------
Check both hot and cold water valves at the hot water tank to make sure they are open fully. The cold water valve could be only part of the way open. My shower head will do the same thing while taking a shower. I have to leave the "OXYGENICS" shower just slitely cracked to a dribble, or I will get a shot of hot water as I turn the water back on at the little turn off valve while showering. For some reason the hot water pressure mixing will over come the cold water pressure for just a short time.
You could have a bad faucet that is allowing hot water to leak back into the cold water line at the mixing valve of the faucet.
Does this happen in the kitchen, shower or lavatory in the bath? If it is the bath, replace the shower head with a "OXYGENICS" head and a shut off valve at the shower head. By leaving the valve just cracked open to a dribble while conserving water.
