As Mr. Dan pointed out it's for the awning.
Manual awnings need them to open & close the awning.
They are supplied with some electric awnings so in case of failure, you use the strap to let the awning in slowly once the override device (usually a screw of some sort) is released so the awning can roll in under it's own spring tension.
What a shame your dealer didn't cover this with you.
If your awning is manual, the strap is a necessary part of using the awning.
If an electric awning, knowing what to do in case of failure is paramount.
