water bypassing into the galley holding tank

I am de winterizing my 8528 TBWS and have filled it up with fresh water. I believe I have all the hot water tank bypasses in the proper position (3 valve setup). My water pump wont turn off as water is bypassing into the galley holding tank for some reason. Any ideas

theres no way to by pass into gally tank unless it goes through a drain to get there .

Did you purge the air from water tank via the pressure relief valve ?

my valves are set correct on the hot water tank, I did purge the air out of the hw tank and the pump still won't shut off. I have the galley tank open and when I turn the water pump on water comes out of the galley holding tank???
