As SeaDog said, you need to provide make and model.
I seem to remember reading something here on the forum that if the foot pedal doesn't open the trap on a certain make/model, the entire toilet must be replaced. I don't recall the make/model, however.
That COULD be good news/bad news. If it was the Dometic 300 model, then the bad news would mean it needs to be replaced, but the good news would be that you could replace it with a Model 320. A number of folks have upgraded from the 300 to the 320, which is a better toilet. Only issue is that the 320 is bigger and you need to make sure you have enough clearance to install it.
