From the picture, it looks like they are held with a side bolt in a slot also. Thought I saw a hole it the support in the top that wasn't used either, just like on the rv trailers.

Are you referring to the picture with my fingers in it? That pic is my RV. What is the concern about how the RV is attaching the axle? The twisting action that the torsion axle experiences?
