There are two or three valves right at the water heater, that were closed and had to be opened when i took delivery of my 2109S. They are right behind that flimsy piece of 1/8" plywood in the pass-thru storage next to the water heater. It was a bit hard to get to them, but doable. Turn those on. I don't know if that is what is keeping your water heater from lighting, but they need to be on either way. Also make sure the anode is screwed into the water heater (access from the exterior metal hinged water heater cover). Put teflon on the threads of the anode or it will leak.
Water pump should NOT run all the time, only when you turn on a faucet, and then after you turn it off, it will bring the lines back to pressure and then shut off. If it is running continuously, I would say you have a leak somewhere.
