The 4" square bumper, if you want to call it a bumper, is there
only to store the sewer drain hose. That's it. It won't support much weight for any length of time. But, the manufacturer does think it's enough to support a spare tire holder, with tire and cover.
I wouldn't store my drain hose there anyway. The movement of the hose, while towing, wears out the hose coating. Then once that's worn, the spring(slinky) starts to rust.
Take a good look at the bumper attaching point. You'll see there isn't much of a
weld pass.
If you insist on mounting a bike rack to the rear of your trailer and want it to stay, have a welder run a few good passes at the frame/bumper fit. Or, receive hitch installed, attached to the "I" beam frame.
