Not quite! A good tire shop will have a 1 piece patch/plug and do it from the inside of the tire. I'd still use it as a spare..

Had a small bolt start a small leak in the tread of a truck tire years ago. Saw the patch/plug go in it and felt confident. Would have got rid of the tire on a string plug.
