I received a reply from Ventline regarding the defective (open circuit) SEFUSE that is taped to the motor. As I mentioned earlier, it is a safety device to prevent motor overheating.
Ventline states that the SEFUSE is only required on RVs that are sold in Canada, as it is a Canadian RV spec requirement. They told me that I could order a replacement motor without the SEFUSE and install it.
My guess is that Rockwood just uses that model Range Hood on all their RVs so that if they are shipped to Canada they are covered.
Why would I order a new motor when I can just bypass the SEFUSE? I've checked the motor, the current draw is within specs, and it runs cool.
Bottom line. I ordered a replacement SEFUSE (SF96E) on eBay for $2, and will install that when it arrives next week.
