New check valve, same old problem

The check valve on my water heater went out a while back, so I lived without one until I could find the part. Without the valve my cold water would start cold, then briefly go hot before returning to cold. As you can imagine, that diminished my hot water supply.

Put in a new check valve and guess what...same problem. Maybe even worse. Now the same brief switch to the wrong water temp is happening in the hot water faucets too. Don't know if that's new or something I just didn't notice before.

The mechanic at the RV center told me I had the right valve. But something's not right.

Ideas?

Do you have your outside shower valves turned on (but water flow stopped by the shower head shutoff)?
