Fixed it for ya.....

A hydraulic steering damper would be a good idea as well...

I'll put new rotors, dampner.

Is there a way to safely test it?

Take it for a ride down the same grade afterwards?

My 2007 2500 went through rotors like poop through a goose. Not sure why but I suspect they carried over the smaller brakes from the old body style as the made both in 07, the new body and the old (they called it the classic). The 2013 2500 I had, and the current 2015, never warped rotors. With the 2007 I seemed to get the best results from Bendix brand rotors......I would look into if they make the GM FNC treated rotors to fit the 07.
