Saying settings on a Windjammer 2008

I don't know if our fan is working right or not. if you turn the fan on on the box that has the air and heat setting then set the fan to auto on the other box the fan will not cycle on and off. is it supposed to cycle on and off when its on auto? Also it makes no difference whether you set it on low or high on the auto setting or the manual setting the fan speed does not change. If you have it on air conditioning and set it on Auto it will cycle on and off. is it supposed to work this way?.

We have a windjammer 3008W and that's how our fan works. When you are running just the fan, it doesn't cycle on and off and it's just one speed, no matter what setting you put it on.
