Spray them with some WD-40 or cooking spray and use the side of a flat-head screw driver to twist them sideways!

Also, be aware if there is no screen or filter in the opening, it's an open door for bugs to enter...

On ours they don't twist but it does take a srewdriver. Pry it between the flap and the little clip. Pull down on the clip with the screwdriver and pull outward on the bottom of the flap at the same time. Poor design. I thought they might get better as they loosen up or get worked in. They don't.

If your 2 tabs are on the bottom, push up and outwards from the camper with your thumbs. If you can't get enough force, use both thumbs on one tab and do one at a time.

Watch this video..
https://youtu.be/st6GQTWjbZk

Sometimes there is some caulk that keeps them from opening so it may be hard. I have left mine open for 3 years now, no issues. If your worried about bugs you have many other more inviting areas that they can get it. The vent stays closed when the exhaust fan is off. Sure it flaps when your driving but I’ve had no issues..
