Trailer brake question

I have a new windjammer 3006wk. The trailer brakes seem weak.

I adjusted the brakes after a few tows so the brakes drag slightly. I am towing with a 2014 ram 1500. The factory brake controller is set to heavy electric. When towing with the brakes set to gain of 5 I can feel the trailer braking and we seem to stop fine. While braking if I reach over and squeeze the brake lever, there is no real increase in braking power. It comes nowhere close to locking the tires at 25 mph

I'm going to try adjusting again but it seems like they should be a lot stronger when manually applying the trailer brakes

Any ideas?

Have you double checked the controller's manual to be sure you're testing correctly? Is the voltage going to the brakes readable on your controller?
If so, try putting the TV in neutral and apply the brakes manually. Remeber you're trying to stop an 8,000 lb. trailer.

When adjusting your brake controller you are supposed to adjust it higher and higher until you get locked brakes at 25 back off a little

I can't get mine to even brake hard. Just slows the trailer gradually
