After removing wires yes it will "pop" out.
Using a side to side motion vs straight out.

You'll have to remove the wire.
You'll see once you pop off the front cover.

It should be a plug-in breaker and once you've disconnected the wire(s) the side opposite of the wiring should lift up off the stab and the breaker will pull out.

Thanks for the step-by-step guidance--worked like a charm. I assume no additional tricks in replacing with a new one except to just reverse the process.
